What is the best way to learn about Internet network status?

If you find some sites–maybe all sites—you try to connect to be slow or not even downloading, do you go to a web site (assuming you can even connect to it) that reports on the status of global Internet traffic times/rates? Also there is some site that tests whether a server is down, in case you are wondering if it just you or if everyone is seeing the "server not connecting" message: what site is that?
I don’t want to know MY Internet status. I want to know the GLOBAL internet status.

Moreover, my private LAN subnet router might not be 192.168.1.1…it could be a 172.16.x.x or 169.254.x.x or even 192.168.0.x or anything legally allowed. I want to know the global state of Internet status.
