1 - Make sure you are going direct to your router, and not through ICS on another system (ipconfig and verify default gateway)
2 - Make sure you do not have a proxy set in your browsers
3 - verify your ip address and subnet mask are correct, or you are using dhcp
4 try a tracert to a known good server from both PC's and make sure they use the same path
5 Try another different cat 5 cable in a different router port. They do go bad occasionally.

You seem to know what you are doing and have eliminated some of the common errors, so it is sure to be an oddball one.
References :
no matter what with that many computers running on one router you will lose speed.
References :
its a no-brainer

From all that you have tested, it does not seem like your network is slow, it seems as the computer itself has a problem. Try checking the task manager to see what is eating up RAM. I would start from there.
References :
Have you tried reformatting the pc? Or try partitioning it and throwing on a new copy of any windows or linux that you know works fine. That would let you know whether it's a software or a hardware issue.
